Hair transplantation is priced by follicular unit, and the tariff is published rather than quoted on request.
A transplant is one of the few operations where the unit of work is countable, so there is no good reason to hide the rate. One follicular unit is counted as two hairs — the clinic's stated average — and the per-unit rate is KRW 5,000.
What is decided at the consultation is the band, not the rate. Which band you fall into depends on the area being covered, the density being built inside it, and what the donor area can safely supply without leaving you short in ten years.
Non-shaven work is charged at 1.3 times the shaven tariff for the same unit count, because donor follicles are selected and trimmed individually and extraction from a full head of hair takes substantially longer.

The graft count is set by your scalp, not by a budget. Where the donor area cannot support the number that would be needed to reach the coverage you want, that is said at the consultation rather than discovered at eight months. Where treatment or micropigmentation would serve better than surgery, that is also said.
Send photographs of the front, crown and donor area before you travel and a realistic band can be given in advance, so the figure you plan around is close to the figure you pay.
